6th Plenary Meeting of the Northeast Asia Economic Conference Organizing Committee

With the holding of the 4th Plenary Meeting in September 2001 in Khabarovsk and the 6th Plenary Meeting in Changchun, the awareness of the committee members of the Committee as a collective organization for the whole of Northeast Asia deepened and the foundations of a framework for multilateral cooperation were consolidated.
The plan was decided for the 2003 Northeast Asia Economic Conference in Niigata, which is scheduled to be held in June 2003, and the committee confirmed its intention to work towards the realization of the Vision for the Northeast Asia Transportation Corridors.
Plan for Holding the Northeast Asia Economic Conference and Measures for Translating the Vision for the Northeast Asia Transportation Corridors into Reality
* During the meeting, it was decided to hold the 2003 Northeast Asia Economic Conference on 2nd and 3rd June 2003 in Toki Messe (Niigata city), in conjunction with the Northeast Asia Economic Forum.
* Committee members were in accord with regard to the opinion that the participation of the Democratic People’s Republic of Korea in the next Northeast Asia Economic Conference should be called for.
* The Organizing Committee approved the Vision for the Northeast Asia Transportation Corridors and determined to work towards its realization; all members confirmed their intention to make approaches to the relevant people in the governments of each country, in order to establish mutual trade in this region and advance self-sustaining dev.
* In order to promote the Vision for the Northeast Asia Transportation Corridors internationally, it was decided to calculate the approximate costs involved in the projects and their economic effects.
Multilateral Cooperative Projects
* Reports were given by each committee member regarding activities such as recent international conferences and multilateral cooperation.
* Kensuke KOGA (Chairman of the Japan-China Northeast Development Association) reported that the 4th Japan-China Economic Cooperation Conference will be held in June, after the Northeast Asia Economic Conference.
* Ippei YAMAZAWA (President, Institute of Developing Economies, JETRO) suggested that efforts be made to increase Northeast Asia’s profile within APEC, making the most of the opportunity afforded by the ROK being the host country for APEC in 2005.
* Tsogtsaikhan GOMBO (Deputy Director, Tumen Secretariat, UNDP) stressed that regional economic cooperation is essential for the development of the Tumen River area, and reported that he wishes to devote his energies to cooperation in the field of tourism.
* Yoshinobu YONEKAWA (Program Coordinator, Department of Economic and Social Affairs, United Nations) stated that the formation of a cooperative network for social development in Northeast Asia is necessary, giving as an example technological cooperation between Niigata Prefecture and Heilongjiang Province in the fields of medicine and paving roads in cold regions. He also declared his wish to consider cooperation that uses the United Nations budget to the greatest degree possible.
Workshop on the Northeast Asia Economic Subregion – A New Perspective From China’s Northeastern Provinces
* After reports from participants from Northeastern China, committee members participated in an exchange of opinions regarding issues affecting Northeast Asia and prospects for the future. In addition, the awareness of the necessity of a regional cooperative (coordinating) organization and the importance of promoting the active participation of the government of each country was espoused.
* Shengjin WANG (Dean, Northeast Asian Studies College of Jilin University) declared that a coordinating organization should be formed in order to promote regional cooperation, given the fact that Northeast Asia is a single region with two political systems, three economic systems and many peoples. Other committee members also expressed opinions in agreement with this message.
* Yongli ZHAO (Division Chief, China International Center for Economic and Technical Exchange (CICETE)) stated that, with Tumen River area development having been progressing for 10 years, China is urging the participation of the Japanese government, in order to achieve the collective development of Northeast Asia.
* Ip-Sam KIM (Senior Adviser, the Federation of Korean Industries (FKI)) and a number of other committee members indicated the necessity of nurturing human resources and developing their abilities.
* With regard to the factors behind the success of regional cooperation within Europe and ASEAN, Tsogtsaikhan GOMBO (Deputy Director, Tumen Secretariat, UNDP) expressed the opinion that, in addition to economic complementarities, the existence of political and policy-related cooperation between governments was a major factor.
