Holding the 8th Plenary Meeting of the Northeast Asia Economic Conference Organizing Committee provided an opportunity to exchange opinions regarding a variety of projects, including the formulation of a vision for regional economic development. Discussion of these topics laid the foundations for further highlighting problems and challenges in various fields, as well as clarifying the direction of multilateral cooperation aimed at facilitating the organization of the Special Symposium in November and the 2005 Northeast Asia Economic Conference in Niigata.
* It was decided that the Northeast Asia Economic Conference Special Symposium would be held on 29th November 2004 at the Toki Messe International Conference Center, Niigata.
* It was decided that the first meeting of the Northeast Asia Economic Conference Organizing Committee’s Environment Subcommittee would be held at the same time.
* It was decided that the 2005 Northeast Asia Economic Conference in Niigata would be held at Toki Messe on 6th – 8th June 2005, featuring, in addition to the main session, the 9th Plenary Meeting of the Northeast Asia Economic Conference Organizing Committee and meetings of experts focusing on various themes, including the following: the economic development vision for Northeast Asia; transport, industrial and tourism corridors; the Northeast Asia environment network; and the Northeast Asian energy community.
The main reports by committee members concerning multilateral cooperation and the status of recent activities, such as the organization of international conferences, were as follows:
* Sukhbaatar Batbold (Vice-Minister of Foreign Affairs, Mongolia) positioned tourism development as one of the priority sectors for the Mongolian economy and reported that cooperation with other countries in the region in the tourism sector, such as in the development of abundant tourism resources, is necessary.
* Shi Min (Director, Asia-Africa Development Research Institute, Development Research Center of the State Council of the PRC) reported that the central government has laid great significance on the Northeast Development Policy and that it is necessary to make progress in developing new industries, as well as implementing structural reforms in industry and promoting technological reconstruction, in order to promote the development of former industrial bases in Northeastern China, which is lagging behind China’s coastal regions.
* With regard to activities relating to the Tumen River Area Development Programme, Gombo Tsogtsaikhan (Deputy Director, Tumen Secretariat, UNDP) reported that an agreement had been reached in principle regarding the provision of funds by member countries to cover the cost of running the Tumen Secretariat.
* Discussions then took place regarding activities aimed at formulating a vision for the economic development of Northeast Asia. Firstly, the Secretariat put forward a proposal concerning the way in which the Organizing Committee should handle the formulation of the vision currently being researched by ERINA.
* This proposal stated that it is necessary to approach the process of formulating the vision from the perspective of ensuring that it fits in with the development of various projects in such fields as transport, the environment and energy, while at the same time ensuring that the overall development picture in this region is taken into account when delineating the future course of specific development projects. In addition, consideration should be given to ensuring that the content of the vision meets international requirements. The proposal also highlights the need for: 1) a system for sharing information about each country’s development strategies and development plans; 2) ensuring that each project is reflected in the vision and the overall flow of the vision is incorporated in each project; 3) grasping each country’s development programs and development strategies; and 5) discussions at the Special Symposium and 2005 Economic Conference, aimed at formulating the vision.
* With regard to Northeast Asia-related programs at APEC 2005, Yamazawa Ippei (President, International University of Japan) proposed that a joint report on Northeast Asian economic development be created and a draft vision formulated, with a view to presenting these at APEC 2005 (due to be held in November 2005 in Busan, ROK) after further discussion.
* Following discussions by the committee members, approval was given for: 1) the allocation of tasks to country representatives; 2) the compilation of opinions concerning the long-term prospects for each country; 3) the compilation of opinions concerning cooperation in such fields as energy, transport, the environment, trade and investment, finance and tourism; 4) the analysis of economic projects in Northeast Asia, such as Russia’s Far East and Trans-Baikal Regional Development Program and its Energy Strategy to 2020; and 5) the compilation and presentation of a report as the main product of this endeavor.
