Joined Agora Energiewende in May 2015, and directs the European energy policy work.

Current position since 2021. Member of Association of Environmental and Resource Economists (AERE), International Society of Ecological Economics (ISEE), and UN Sustainable Development Solutions Network (SDSN).

Worked as a statistical member of Japan Overseas Cooperation Volunteers in the Republic of Benin. Joined Overseas Environmental Cooperation Center (OECC) in 2012, and mainly engages in climate change, especially in relation to market mechanism.

Current position from 2007. Visiting researcher at the Institute of Energy Economics, Japan; and Energy Research Institute, National Development and Reform Commission, China.

Held various positions such as Associate Professor, Department of Political Economy, The Johns Hopkins University; Professor, Institute of Social Science, University of Tokyo; Chief Economist, East Asia and the Pacific Region, World Bank; Deputy Vice Minister and President of the Policy Research Institute, Ministry of Finance, Japan; Dean, Asian Development Bank Institute; and Specially Appointed Professor, Graduate School of Public Policy, University of Tokyo. Professor Emeritus, University of Tokyo since 2009. Representative Director and Director-General, ERINA since 2016.
